SUCCESFULLY INTEGRATED IN DEVELOPMENTAL STREAMS –OUR VISION OF DEVELOPMENT IS BEING REALIZED

Palilula Municipality is economically developed community, integrated in global streams, attractive for life and work, characterized by flexible work market, competent human resources and rich cultural identity` emphasized the leaders of Palilula Municipality at the annual press conference. Last year 13 meetings of Palilula Assembly and 6 sessions were held. More than 250 events, manifestations, meetings, receptions and visits to the people in settlements of Palilula speak all about very complete activity.

Successful results in the work of Palilula in 2011 we only explain with good cooperation of coalition partners where `synergy rules`, so that all the significant decisions are brought unanimously – emphasized PhD Igor Novakovic. The continuance of this successful cooperation in the interest of the citizens of Palilula and their families, according to the words of Municipal president, gave good results. In the Municipal administration the work of inspection services has been improved with the aim of more efficient solving of the demands of the citizens and problems in the terrain which resulted with the improvement of financial results. Legal entities and entrepreneurs, that had violations in 2010 reduced those in 2011, for 10 % of the cases are the violations of people in 2011 remained on the level from 2010.

In accordance with actual trend of capital streams, Palilula Municipality in 2011 was proactive in demanding of resources and attracting foreign investments.

All the Municipal potentials in 2011 were directed to the creating and the realization of new projects, aiming at the solving citizens problems, their employment, reaching complete satisfaction of the users of services – Palilula citizens and approaching EU standards. The project team manager was formed with good experience in NGO sector that regularly followed calls for competition, established the cooperation with foreign funds, implemented all the types of projects. At the moment, we are implementing 16 project ideas and in next three years we will work on the realization of 44 projects which value is about 7,5 million Euros, emphasized Novakovic. For example in partnership with LEDIB organization after `Strategy of development of small and medium enterprises and entrepreneurship of Palilula Municipality 2009-2013` and opening of the Centre for entrepreneurship we continued with strengthening entrepreneurship spirit in Palilula. Thanks to our projects and LEDIB support in the end of 2011 we also formed Project Center of Palilula as a support to economical subjects to improve their businesses. We gave stimuli to dialogue establishing and business relations of Serbian and Bulgarian entrepreneurs, we organized the presentation of Palilula entrepreneurs on International Fair in Plovdiv, Bulgaria and their education for the presentation at fair manifestations, we published the Catalogue of economical potentials of Palilula.

According to Novakovic words and thanks to European Union that within the first call approved the project from Exchange 3 programme to Palilula Municipality, the quality of life of socially vulnerable groups has been very much improved. Strengthening of Municipal life capacities for socially vulnerable groups successful completion has encouraged this population to overcome the certain limits and asks for help from Palilula Municipality and authorized services of the City of Nis. In the territory of Palilula live more than 47 % of services users of Center for social work. With this activity the capacities of the Administration of the Municipality were made stronger and more complete cooperation with authorized institutions of social protection was established. During the realization of the project 4908 socially jeopardized people from Palilula got free help of professionals, doctors, sociologists, psychologists, lawyers and nurses taking care of the old. We employed 10 people on temporary work and 16 more people were engaged also on some work activities.

We have made a data base of socially vulnerable population of Palilula and in the same time we expanded the base Center for Social Work "Saint Sava" with which we have very good cooperation. Funding for social vulnerable categories, with 2,877,817.05 dinars, we have increased in 2011 on 3,242,943.85 dinars. Palilula Municipality has initiated and supported the action "battle for babies" when were collected the funds in the amount of 580,500.00 dinars. We have rewarded the best pupils and students, who in the international competitions have achieved remarkable results.

Office for youth of our Municipality in 2011 participated in many activities and projects. They were realized either individually or in the partnership with other organizations dealing with young people. In those activities that had the young for its target, young people from 14 to 30 were gathered.

Palilula Municipality very responsibly was dealing on the complete integration of Roma population into our society. Over the projects in the cooperation with the City and donors they have been asked for additional resources to improve the quality of life of Roma population in Crvena zvezda, Stocni Trg and Mramorska Street. The council of Palilula Municipality in the begining of September 2011 nominated coordinator for Roma issues in Palilula Municipality.

According to Milan Djurdjevic – Assembly president words, it was continued with solving problems of Mramor and Krusce villages who are in major problem of slideland.We are expecting that with new investment project and support of the City of Nis support we will permanently solve the crucial problems of the most jeopardized families from this slideland location. During 2011 we also dealt a lot with structuring of the water supply system, sewerage network- Gabrovac-Krusce, and pavement on the teritory of Palilula municipality. We were dealing also with the projects. Within the cross border cooperation Bulgaria-Serbia , IPP programme, thanks to succesful cooperation with Bulgarian Municipality Bobov Dol (Bulgaria), Palilula Municipality –Nis is realizing the project under title Cooperation for sustainable development of cultural tourism in municiapalities Bobov Dol and Palilula (Coul Tour). To Palilula Municipality, as a partner on the project, belongs 179.353 Euros for the adaptation of Memorial park Bubanj and other infrastructural objects. General aim of the project is promotion and development of cultural tourism in crossborder region over the imrovement and modernization of infrastructure that refers to cultural and historical inheritance and increasing of cooperation and programme exchange of these two municipalities. For the adaptation of Old Nis Cemetary, which financing was approved to City of Nis budget, the works on the restauration of already existing `west gate` and adaptiation and fencing of this space are coming to end. Our expectations are, says the president of the Assembly Djurdjevic, that in 2012 with structruing of paths and electric instalations, the whole complex of Old cemetery under Gorica will get complete new looks. I am reminding you that Palilula Assembly, aiming at permanent protection of Old Cemetery under Gorica, brought the proposal of the decision that this location could be named for memorial park.

In the area of sustainable development life and working surrounding Palilula Municipality in 2011 special accent gave to inter-building adaptation in residential blocks. With the action of adaptation of green surfaces, beside contribution to life space in the settlements, the work for one part of the people living in hard conditions was provided. These people are capable of work but lost their jobs. From the Programme of activities on this sort of adaptation: installing mobiliar for the recreation activities for the youngest population in the settlements of rural and urban area. Thanks to the proposal of the Citizens Councils in the Programme of structuring many changes were brought into, so that there are more infrastructural problems solved over this cooperation. The beginning of the new year we met with new donations of the support in realization of the projects in this area.

Palilula Municipality dedicates great importance to programmes in the culture, but also to the affirmation of spiritual and traditional values. In the end of 2011 monographic work Our Palilula published and represents the wholeness that in the best way pictures past and present of Palilula Municipality, but more wider seen it is also the significant contribution to better introduction to the history of Nis.
